I am facing a same problem again...
"We do not have time to study users.
We do not have money to study users.
We already know our users.. I will tell you about them"
Stakeholders are always looking to get a quick result that can be demonstrated.
Same story... same mistakes...I now see a pattern. It is time to fix this issue.

I couldn't agree more, but think it is a good idea to develop a clear communication of the value/activities involved.
